Car mechanic part swap without notification (no charge)?

I went to a Walmart in California to get new tires for me 2009 KIA Spectra. After getting my car back I noticed the TPMS (tire pressure meter sensor) light was on. I returned to Walmart I found out that they changed one of the sensors of my car because they broke one. Now they are saying they aren't able to complete the repair because their computers can only reprogram the sensors on cars 2006 and older. Is it lawful for them to switch my sensor and not even notify me of the repair? A source would be appreciated as I'm waging war on Walmart.
