How to reprogram two way radios or cb's?

I have a P110 and two sp50 MOTOROLA cb's and the sp50's are on the same setup, and the guy told me that this p110 is programed to only work with another one of its kind. it like cops. they have there own channel i guess. He says that they all need reprogramed since a firedepartment used them. Does anyone know how to repgram them?
