What do i need to make my dodge run each gear out?

i have a 1999 dodge dakota with the 318 motor in it, its automatic obviously, i feel that its shifting too early and not letting the full potential of the motor out. is there a way i can get my transmission to run up rpms till right before it red lines for each gear? would a transgo reprogramming kit do this for me?
