Can an Electronic instrument panel be repaired and put back in same car w/o being re programed?

i have a 2002 vw beetle and the cluster panel which controls the things on the dash has messed up and i was wanting to know if it could be repaired without being reprogrammed and if so who should i send it to to have it fixed so my car can get back on the road?
