Can you program a universal remote if the TV wont power on?

I have a toshiba TV with a broken power button. I've been using it for years by just turning it on with my universal remote. I accidentally unprogrammed my remote and according to the remote instructions, the TV needs to be ON to reprogram it. Is there any hope for my TV or has it gone the way of the dump?
